The Human Trafficking Institute (HTI) exists to decimate modern slavery at its source by empowering police and prosecutors to stop traffickers. Working inside criminal justice systems, HTI provides the embedded experts, world-class training, investigative resources, and evidence-based research necessary to free victims.
General Description
The Decision Support Analyst will be responsible for overseeing the collection, analysis, visualization, and presentation of human trafficking criminal case data and evaluation of HTI in-country activities to support its mission to decimate trafficking in Uganda. The role will supervise criminal case data collection, manage organizational databases, provide data analysis and visualisations to enhance the evidence-based work of HTI. The ideal candidate is meticulously detail-oriented, has experience in data cleaning, planning, and executing large-scale data-driven projects, database management, statistical analysis and evaluation, and is passionate about using his/her skills to combat human trafficking. This position reports to the Legal Programs Manager in Uganda.
Responsibilities
Data Analysis
• Supervise TIP criminal case data collection and input by HTI’s Data Assistants.
• Monitor data input to ensure data accuracy, both in hardcopy and softcopy formats.
• Respond to requests for data, providing analysis and reports on request.
• Identify, analyse, and interpret trends or patterns in data.
• Develop graphs, charts, infographics, data visualisations, dashboards, reports, and presentations of data and analytical results for internal and external distribution.
• Using statistical tools to identify, analyze, and interpret patterns and trends in complex data sets.
• Assist the HTI HQ Team on compiling data for Global KPIs, the Federal Human Trafficking Report, and the US Department of State Trafficking in Persons Report.
• Develop and design improvements to the TIPMAP database and mobile application as needed.
• Undertake data and statistical analysis of Uganda human trafficking criminal case data to enhance the evidence-based work of HTI.
• Train and educate internal and external users on TIPMAP and data collection processes.
• Support the review, development and updating of key performance indicators.
• Develop and design improvements to the processes, procedures, tools, rules, and metrics to ensure data integrity.
• Provide advice on how data can be used to inform decision-making and meet HTI goals.

Monitoring, Evaluation, & Learning (MEL)
• This role will also provide data analytics from project monitoring, needs assessments, research, and other secondary sources to establish trends, patterns, and learnings for HTI’s in-country programs and trainings.
• Establish frameworks, processes and procedures for quality assurance, monitoring, analysis, and reporting of HTI’s data and information in consultation with HTI’s Uganda Leadership Team.
• Lead the development of data quality assurance plans, reporting tools, evaluation tools, and presentation frameworks for all trainings and capacity building exercises provided by HTI in Uganda.
• In coordination with HTI’s Uganda Leadership team and/or HQ Advancement Team, develop and design theories of change and M&E frameworks for new grants and funding opportunities.
• Take the lead in the design of research and evaluations, reviewing/developing relevant TORs, data analysis, and reviewing evaluation reports to inform HTI decision makers.
• Ensure timely issue resolution for requests made by HTI Uganda Leadership Team, HTI HQ and partners to meet the MEL requirements of grant reporting or other compliance objectives.

Skills and Experience
• Bachelor’s degree in statistics, data science, analytics, information management, MEL, or related disciplines.
• A minimum of 5 years of relevant professional experience in data science, statistics, MEL, or data analysis.
• Experience as a Decision Support Analyst or similar role with an international non-governmental organization preferrable.
• Significant experience in data management, including use of quantitative and qualitative analysis software and report writing skills.
• Extensive experience in designing and undertaking research, evaluations, and other studies.
• Good strategic and analytical thinking and ability to interpret case-related data.
• Proven skills in data analysis, using statistical methods, creating data visualisations, dashboards and reports.
• Understanding of data privacy considerations.
• Excellent written and verbal communication skills.
Proven ability to produce a professional work product quickly and independently.
• Proven ability to manage multiple tasks and take them to completion.
• Sound working ICT knowledge, including extensive experience with Microsoft operating systems and Office 365 products required.
• Experience in Salesforce, Formyoula, and Squarespace desirable.
